Yes. An Intrigue is a normal conflict encounter.

Intrigue Actions are described on pg. 257 of the CRB

For confirmation:

The base TN of rolls against Kakita Josuke is 2.
If he is in Air stance, it increases by one (so to 3).
However, if we use Courtesy against him, the TN is reduced by one (as per page 257).

So, in practice, all Courtesy rolls in this thread are against TN2 (if he is in Air stance) or TN1 (if he is not).

On round 1 it was because he was in the Air Stance.

Social TNs are 2, just like in combat, the ATN is 2.

I screwed up. It should be 3 base, 4 in Air.

His Vigilance is 3, which is the TN for the Persuade action.

If you had an Attendant in your kit, I would say you could do this.

Uh? He is a 7/12, and would need to be at 13 or more to be compromised.

EDIT: Actually, he could even be at 6/12 if he used his second action for a Calming Breath.
