Could Subtle Observer (Air) plausibly apply to the Commerce check for selling the cargo and/or the Government check for navigating customs? Either one sounds like it could involve reading and socially adapting to subtle cues from the people with whom you're trying to negotiate.
You can understand the cues that people give off while speaking, and you can read people’s lips and facial expressions to understand what they are saying, even if you cannot hear them.
When performing a check for which you need to spot or use small details of other people nearby (such as a Courtesy [Air] check to reveal an unpleasant truth pleasantly or a Sentiment [Air] check to detect someone else’s weakness- es), you may reroll up to two dice.

First if Doji Diplomat's
Speaking In Silence technique applies to Commerce? Not sure if it's Persuading or Influencing someone.
Also don't suppose Well-Connected applies to the Government roll? I'm leaning towards no myself, but just making sure.

1.) It won't apply to the commerce roll. But it will apply to the Government roll.
2.) Actually it will because you are trying to navigate a bureaucracy rife with nepotism and cronyism. You can go full Karen with this one.

I think this may have been asked before, but I'm having trouble finding the answer. If we have a named disadvantage in the event, are we required to choose its approach in order to trigger it? Does it trigger regardless of approach?

If you do not choose the approach that is tied to the disadvantage, it does not trigger.
I'll be assessing that statement after session 1

You're all stuck on a boat and I know I impacted some schedule planning. I wanted to give some distinct locations on the ship.
